EU-China Environmental Sustainability Programme – Consultancy of the Environment Ministry of China on Heavy Metals Emission Reduction: Organisation and Assistance of a Chinese Delegation Visiting Environmental Institutions in Germany
Background
In September 2012, China and the European Union signed the EU-China Environmental Sustainability Programme (ESP). It aims at reinforcing cooperation of environmental protection between China and EU and introducing state-of-the-art technologies and expertise of pollution prevention from EU. The ESP programme serves as a reference and example of boosting ecological civilization of China.
From 2013 to 2016, the programme includes 8 projects on water quality, solid waste management as well as heavy metal pollution and control. The projects are conducted by 9 consortia, partnered by about 40 organizations from China, Sweden and the Netherlands. The project evaluation and elaboration of policy recommendations is coordinated by the Chinese Ministry for Environmental Protection in cooperation with experts from organizations in China, Sweden and Germany, together with UNIDO (United Nations Industrial Development Organization).
The German contract partner is GIZ (Germany’s largest service provider in the field of international cooperation). The project is coordinated by the GIZ office in Beijing.
Aim and expected project results
Ökopol is commissioned by GIZ to support the ESP project for heavy metal pollution reduction and control. This includes meetings with the project managers in China and the preparation of a delegation tour of the Chinese Environmental Protection Ministry at environmental authorities in Germany.
For the delegation, Ökopol organizes meetings with representatives of the Federal Ministry for Environmental Protection (BMUB), the Federal Environmental Protection Agency (UBA) and federal state institutions (Ministry for Environmental Protection, Environment Agencies and competent authorities for permitting and inspection of industry). Contributions of German organizations will to be adjusted to the project objectives and to specific questions of the Chinese delegation. During the visit, Ökopol will accompany the delegation and assist with its expertise.
