Expert advice in permitting procedure for capacity increase of the waste incineration plant by Vattenfall in Rüdersdorf near Berlin

Vattenfall operates a waste combustion plant in the municipality of Rüdersdorf near Berlin. This plant has been approved for the acceptance of a maximum of 250,000 tonnes/year of special waste with a high energy content (“substitute fuels“).

In August 2013, Vattenfall submitted an application to the Federal Environmental Agency (Landesumweltamt) to allow unsorted waste to be incinerated as well and to increase the amount of waste incinerated to 270,000 tonnes/year. This would increase the amount of waste gas by about 20%. The limit values for pollutant concentrations per cubic metre of waste gas are to be maintained.

Ökopol is advising the municipality of Rüdersdorf on technical issues in the licensing procedure, in particular on the application of best available techniques (BAT) for waste incineration, as documented in the European Commission’s BAT reference document of 2005 and in the German VDI Directive 3460 "Thermal Waste Treatment" of 2012.

Ökopol offers information on technical questions concerning the waste incineration plant at meetings of the municipal council and at public events of the municipality.
