Advancing REACH: Restrictions under REACH (AP5.1) (FKZ: 3717 67 410 0)

The report documents the analysis of how the original intention of the legislator regarding the restriction process was translated into the REACH text and interpreted in the guidance documents and implemented in the practical workflows. The identification of drivers for the effort and duration of the development, justification and adoption of restrictions was the focus of the study.

Based on a literature review and the processing of case studies, it is shown that the steps of the restriction process as a whole fulfil their function and that the opinion-forming of the committees in combination with stakeholder consultation ensures that undesirable effects of restrictions are avoided. Nevertheless, various ways in which chemicals can be restricted more quickly and efficiently have been identified.
