Background and objective

Council Directive1999/31/EC of 26 April 1999 on the landfill of waste (“Landfill Directive”) aims to “provide for measures, procedures and guidance to prevent or reduce as far as possible negative effects on the environment (…) as well as any resulting risk to human health, from landfilling of waste, during the whole lifecycle of the landfill” [Article 1(1)].

 
Considerable gaps on the implementation of the Landfill Directive in several Member States have been reported at different occasions (like meetings of the Technical Adaptation Committee (TAC)) and noted by a number of instruments like infringement cases and petitions.
 
Upon initiative of the EU Commission Services (DG ENV, G4) and in close cooperation with the Austrian authorities, an IMPEL project related to landfills has been presented by Austria and approved by the IMPEL Plenary in December 2006.
 
It is the objective of this project to improve the understanding of the requirements of the Landfill Directive and its implementation and to provide support for achieving full compliance with the Directive.
 
 
Tasks and schedule
Major tasks of the project are to
 
  • collect data on the practical implementation of the Landfill Directive via questionnaires;
  • perform onsite visits at landfills in different Member States and to evaluate practical experiences regarding input control and acceptance criteria;
  • organise meetings of the participating MS and to facilitate exchange of information and practical experiences;
  • Initiating the development of a toolbox with different landfill inspection and monitoring methods
 

The results of the project will be published in a project report and information will be disseminated to the National Coordinators and the IMPEL Website.
