Background and task discription
All three years Member States of the European Union need to report to the European Commission on the implementation of the VOC Solvents Emissions Directive 1999/13/EC (SED), following its Article 11. In Germany , the Directive is implemented by the Decrees "31.BImSchV" and "2.BImSchV".
 
For the reporting by Member States, the European Commission publishes questionnaires. For the first time, the questionnaire for reporting in 2011 requires inclusion of information on the amount of VOC emissions in 2008 and 2010, optionally separately for 20 activities covered by the Directive. For 2010, also the character and amount of solvent use shall be reported for solvents classified as carcinogen, mutagen or toxic to reproduction ("CMR").
 
On a meeting in 2008, the Federal Environmental Ministry (BMU) and the Federal Environmental Agency (UBA) discussed the VOC data collection with
the 16 Länder state authorities (responsible for permitting and monitoring). Considering the lack of data and the need to ensure high data quality, the UBA put out to tender a research project securing the national reporting.
 
 
Objective
In co-operation with the Länder, ÖKOPOL and IER will develop a strategy for national reporting on the required VOC data of 2008 and 2010. The project aims at ensuring a high data quality as well as a reduction of administrative burden from data collection in regional authorities.
 
For this purpose, an analysis of existing VOC data in the Länder will be conduc­ted. In co-operation with the Länder, exemplary company data shall be collected, accompanied by VOC data of associations and other sources.
 
Based on the outcome of the exemplary data collection, a proposal will be developed to ensure compliance with the reporting requirements on a high quality level with an adequate cost-benefit ratio.
