Study on best available techniques (BAT) in the German wood-based panel industry (particle board, fibre board, oriented strand board) as contribution for the BAT Reference Document on Wood-Based Panel Production (FKZ 3712 43 314 2)

In 2011, following the requirements of the Industrial Emissions Directive (2010/75/EU), the European Commission started an information exchange about best available techniques (BAT) for the Wood-based Panel Production (chipboard, fibre board, OSB).

The results of this information exchange will be published in a sector-specific Best Available Techniques Reference Document (BREF) and a separate Best Available Techniques Conclusions Document. The later will build the basis of European-wide permitting procedures for installations producing wood-based panels when exceeding a capacity of 600 m3 per day.

Germany, coordinated by the Federal Environment Agency (UBA), participates in the information exchange process, aiming at the transfer of high environmental standards in Germany towards Europe.

The research project aims at a documentation of state-of-the-art techniques for wood-based panel production in Germany. For this purpose, the project compiles and evaluates data of reference plants using advanced integrated or end-of-pipe measures. The Federal Environment Agency has convened an expert group supporting the European information exchange process developing the BREF document. The working group consists of sector experts representing both industry and competent authorities of federal state governments. The research project will coordinate its activities with the national expert group.

At the end of the project, a workhop for sector experts is scheduled for presentation and discussion of the study results.
